If a person belongs to one of the six categories as stipulated under the laws of Hong Kong, he/she should apply for verification of his/her eligibility for a permanent identity card. He/she must be staying in Hong Kong legally when submitting the application. Once the application is being approved, he/she can enjoy the right of abode in Hong Kong.

Requirements

1. Belongs to one of the Six Categories: 

a) A Chinese citizen born in Hong Kong  

b) A Chinese citizen who has ordinarily resided in Hong Kong for a continuous period of not less than seven years 

c) A person of Chinese nationality born outside Hong Kong to a parent who was a Chinese Citizen 

d) A person not of Chinese nationality who has ordinarily resided in Hong Kong for a continuous period of not less than 7 years and  has taken Hong Kong as his/her place of permanent residence 

e) A person under 21 years of age born in Hong Kong to a parent who is a permanent resident of Hong Kong in Category d) if at the time of his/her birth or at any later time before he/she attains 21 years of age, one parent has the right of abode in Hong Kong 

f) A person other than those in categories a) to e) who, before the establishment of the Hong Kong SAR, had the right of abode in Hong Kong 

2. Declare he/she has taken Hong Kong as his/her place of permanent residence 

3. Proof of connection with Hong Kong, for example, has habitual residence in Hong Kong, the principal members of the person’s family are in Hong Kong, has a reasonable means of income to support himself/herself and his/her family and/or as paid taxes in accordance with the laws etc. 

Procedure
